Answer: The division of African continent, as you see on this map, was a result of the Berlin Conference of 1884. This form of modernization and industrialization was not expected by the Japanese, since the last contact most Japanese had had with Europeans was with Portuguese Jesuit missionaries in the 1600's. Isolationist policies under the Tokugawa Shogunate prevented the Japanese from understanding the rapid development the United States was undergoing.
